Sound risk management principles should be applied for preplanning efforts and ensuring that adequate mitigations are planned for should a medical emergency arise in the field -- this includes why and where personnel are assigned (risk-benefit analysis). Specific policy is outlined in 2011 Red Book, Chapter 7 (pg 07-14).
