Duties:

  • Gather intelligence from Incident Logistics Section Chiefs, Coordination Center and other personnel responsible for incident.
  • Evaluate and share all functional information for logistics with Area Command Team members.
  • Identify and order resources required for Area Command Logistics operation; receive and process orders for all other Area Command functions.
  • Determine work space requirements, location and procurement procedures for the Area Command Team.
  • Establish and maintain working relations and communications with Incident Management Teams, Coordination Center, Expanded dispatch, agency personnel, cooperators, Comptroller, Buying Team, and others.
  • Evaluate effectiveness of current system of Expanded Dispatch and identify needed improvements. If delegated authority for Expanded Dispatch; provide adequate staff including Expanded Dispatch Director; assure adequate facilities; determine scope of responsibility; and identify relationship w/ Buying Team.
  • Establish procedures which facilitate communications; Area Command frequency coordination; sharing or reallocation of resources; and problem solving or conflict resolution.
  • Assist in developing Area command demobilization priorities and procedures; ensure cache demobilization requirements are met; ensure demobilization actions are coordinated between Incident Management Teams and Expanded Dispatch.
  • Assist Are Command Plans in developing an Area Command transition plan.
  • Provide information for the Area Command documentation package.
  • Prepare performance appraisals for all Area Command Logistics personnel; provide input for Incident Management Team performance appraisals.

BCMG Base Camp Manager, AD E

Duties:

  • Develop safe traffic / personnel flow patterns.
  • Plan for contingencies such as wet weather, equipment breakdown, unanticipated fire behavior and inversions.
  • Establish priorities and schedules for daily maintenance and service of incident facility installation. Eg. Toilets, trash pickup, generators, dust abatement, bulletin boards, office space, etc.
  • Provide daily inspections of all facilities and make improvements for safety and health code compliance and violation.
  • Coordinate with local unit on policy regarding recycling of appropriate materials.
  • Obtain a briefing from supervisor, Facilities Unit Leader.
  • Provide for the safety and welfare of assigned personnel to the incident.
  • Establish and maintain positive internal and external interpersonal working relationships.
  • Upon arrival, determine immediate needs and actions necessary for camp (base or spike) facilities set up.
  • Communicate with Facilities Unit, crew, and other incident personnel.
  • Ensure that all facilities and equipment are set up and functioning properly.
  • Determine and establish special requirements or restrictions on facilities
  • Supervise set-up of sleeping, shower, and sanitation facilities.

COCO Computer Coordinator, AD G

Duties:

  • Advises IMT on the characteristics, capabilities, and data support potential of incident data processing equipment.
  • Plans and coordinates implementation of computer-based services and applications in support of the incident.
  • Performs regular system maintenance functions and resolves system and or user hardware and software application problems.
  • When systems fail to respond to established procedures, consults with technical manual to arrive at a resolution.
  • Investigates system malfunctions to determine the cause.
  • Defines and isolates the specific problem, using available diagnostic and error recovery techniques, and initiates corrective action.
  • Contact vendor representative to determine the cause of problems that do not respond to available problem solving techniques.
  • Provides technical user support.
  • Works with incident managers to coordinate data capture and analysis projects.
  • Works actively to bring consistency to data operations.

Position Needs:

  • Demonstrated skills including ability to set up, operate and troubleshoot computer equipment.
  • Ability to set up and maintain both individual computers and a computer network in remote, dirty environment, which is non-typical of normal computer operations.

 

CDSP Cache Demob Specialist, AD F

Duties:

  • Obtain a briefing from the Logistics Section Chief of each incident in the area to which individual is assigned. Several incidents may be assigned at one time. Individual will travel between them and coordinate the demobilization of equipment / supplies.
  • Provide for the safety and welfare of assigned personnel to the incident.
  • Establish and maintain positive internal and external interpersonal working relationships.
  • Set up secure area for staging and packaging equipment and supplies.
  • Provide supervision and direction fro packaging, loading, and documentation of equipment and supplies.
  • Provide documentation and notification when shipment is ready to move.
  • Demobilize all incident cache supplies and equipment.
  • Qualified forklift operator
  • Extensive knowledge of DOT requirements for ground and IATA (for hazardous materials).
  • Working knowledge of ICS and function of all units under Logistics Section.

Duties:

  • Provide communications support for internal and external data communications.
  • Order AM / FM frequencies following the proper procedures.

Duties:

  • Determine resource needs.
  • Prepare and order necessary personnel and equipment.
  • Determine the need for additional communication vendor services, e.g. Telephone, satcom, microwave, and identify associated costs.
  • Identify location for equipment to be installed, e.g. Repeaters, telephone lines.
  • Provide communications support for data operations and imagery.
  • Test, install and maintain all components of the communications system to ensure the incident’s system is operational. To include command repeater(s), logistics repeater, remote, UHF link, aircraft link.

Duties:

  • Have the knowledge to inspect a variety of vehicles, to include busses and other transport vehicles, large trucks and trailers, heavy equipment to include dozers, plows and other suppression equipment, sufficient to detect flaws which could impact the ability of the equipment to function safely. Also protects the government from claims from previous accidents / damage.
  • Obtain a briefing from supervisor.

EQPM Equipment Manager, AD E

Duties:

  • Provide safety training for subordinate personnel who are typically not experienced in fire activities. Includes PPE, fire shelter use, etc.
  • Instruct drivers on safety procedures, road conditions, both those for normal conditions and those involved in typical fire conditions.
  • Ensure requirements for hazardous materials handling are addressed and complied with.
  • Schedule transportation to maximize use of available vehicles and equipment resources.

  • Coordinate with finance / administration section to ensure that the ownership of the land on which any camp is based has been determined and agreements finalized, including pre and post inspections.
  • Inspect Shower Unit to ensure compliance with contract.
  • Arrange for agency property and services as specified in contract.
  • Review shower unit layout plans with contractor to determine needed changes.
  • Ensure applicable use rate methodology is established upon arrival of shower unit.

Duties:

  • Review food unit layout with contractor to determine needs and / or changes.
  • Develop menu content with contractor.
  • Review and approve suggested menus to determine if menu content, variety, and serving sizes meet or exceed contract specifications.
  • Monitor food service to determine if improvements are needed in food handling, cooking, food preparation and storage.
  • Obtain feedback from incident personnel on adequacy of food serviced.
  • Conduct periodic inspections to ensure quality control standards of all meals and equipment are met.
  • Coordinate with contractor on meal count, number of meals ordered, meal scheduling and food handling requirements.

Duties:

  • Establish safe and efficient layout of the unit to include fueling area, parking area, maintenance area, loading and unloading area for personnel and heavy equipment, ensure adequate space for expansion, and provide for shelter from elements.
  • Manage hazardous materials by ensuring environmental requirements for handling fuel are met, ensure proper shipping and handling of hazardous materials, ensure proper storage and disposal of petroleum products, and strive to keep special use petroleum products to a minimum.

IMSA Incident Medical Specialist Assistant, AD G

Duties:

  • Provide general oversight, coordination, and supervision of incident medical support on less complex (Type II) incidents.
  • Provide on-scene management of traumatic injury medivacs.
  • Knows and correctly follows all established protocols for patient evaluation, treatment, documentation, and the use of non-prescription medications.
  • Keeps current on incident activities, and is able to respond to requests for medical assistance in a timely and professional manner. (Includes readiness for dispatch to line for medical emergencies).
  • Works closely with, and fully supports the IMS manager in the performance of their duties.
  • May be delegated additional duties by the IMS manager.

IMSM Incident Medical Specialist Manager, AD H

Duties:

  • Provide general oversight, coordination, and supervision of incident medical support on incidents.
  • Assess numbers / capabilities and coordinate with local EMS and other health care providers.
  • Develop medical unit plans and procedures.
  • Prepare all medical reports and submit reports as directed.
  • Coordinate emergency medivacs utilizing incident and / or local resources.
  • Ensure all medical personnel follow established protocols for patient evaluation, treatment, documentation, and use of non-prescription medications.
  • Maintain personal responsibility for the prescription medications (Epi-Pens®) issued under the authority of the advising physician.
  • Establish and organize the medical field unit to efficiently provide medical care.

Duties:

  • Assess injuries and illnesses of firefighters, overhead, and support personnel in base camp and on the fireline.
  • Administer emergency medical care to firefighters, overhead, and support personnel.
  • Contact supervisor for transport instructions of injured or sick personnel.
  • Work closely with and fully support the IMS team in performance of their duties.

INCM Incident Communications Center Manager, AD E

Duties:

  • Must have an understanding and familiarity with the terminology used in fire suppression. This should include, but not be limited to familiarity with the IAP, cache / supply items, resource definitions by kind and type, etc.
  • Maintain equipment accountability and inventories.
  • Establish and maintain issue accountability system and issue hand-held radios.
  • Ensure that issued equipment is operational.
  • Tag non-functioning equipment upon return.

  • Attend agency administrator or outgoing IC briefing. Obtain available incident information and incident agency guidelines and policies.
  • Collect information from outgoing Finance / Administration Section Chief, outgoing IC or other personnel responsible for incident prior to arrival.
  • Evaluate and share with IMT members, pertinent information for the section which may affect IMT at command and general staff meetings.
  • Develop and implement a section operating plan.
  • Determine section capabilities and limitations.
  • Participate in preparation and review of IAP.
  • Review contracts and agreements to make sure all unit leaders understand them and ascertain their impact on the section.
  • Conduct section meeting with unit leaders and other necessary personnel.
  • Provide financial summary information on current incident operations.
  • Participate in the operational period briefing, emphasizing the needs of the section and noting any changes from the written plan.
  • Supervise the section.

  • Arrange for appropriate medical ground transport (basic life support or advanced life support).
  • Arrange for appropriate air support.
  • Anticipate special needs (personnel, supplies, equipment).
  • Provide for biohazard handling and disposal procedures.
  • Establish contact with local medical facilities. Use contact information in developing the Medical Plan.
  • Establish effective medical unit procedures for major medical emergency, non emergency transport, and patient return from medical facility.
  • Obtain a briefing from supervisor, Logistics Section Chief or Safety Officer.
  • Provide for the safety and welfare of assigned personnel to the incident.

Duties:

  • Coordinate with the local dispatch center or expanded dispatch as to who has the responsibility for assigning request numbers.
  • Ensure the consolidation of identical supply requests.
  • Implement the agency specific system for documenting requests and for placement and completion of orders.
  • Obtain a briefing from your supervisor, Supply Unit Leader.
  • Provide for the safety and welfare of personnel assigned to the incident.
  • Establish and maintain positive internal and external interpersonal working relationships.
  • Establish ordering procedure, and identify personnel with ordering authority.

RADO Radio Operator, AD B

Duties:

  • Must have an understanding and familiarity with the terminology used in fire suppression. This should include, but not be limited to familiarity with the IAP, cache / supply items, resource definitions by kind and type, ICS organizational structure, jobs and positions, etc.
  • Must be able to quickly determine the need to contact a supervisor for assistance.
  • Obtain a briefing from your supervisor, Incident Communication Center Manager or COML.
  • Provide for the safety and welfare of assigned incident personnel.
  • Establish and maintain positive internal and external interpersonal working relationships.
  • Obtain work materials from supply.
  • Effectively transfer information verbally or in writing on general message form.
  • Understand procedures for use of radios, phones, fax and PA system.
  • Complete paperwork (radio logs, radio check out logs, etc.) in a timely manner.
  • Respond with appropriate communication to emergency and routine requests on the radio.

RCDM Receiving and Distribution Manager, AD E

Duties:

  • Obtain a briefing from your supervisor, Supply Unit Leader.
  • Provide for the safety and welfare of personnel assigned to the incident.

  • Establish receiving procedure.
  • Set up and maintain issuance and tracking system for supplies and equipment.
  • Notify ORDM of supplies and equipment received.
  • Maintain inventory of supplies and equipment.
  • Supervise and manage receiving and distribution function.
  • Demobilize or transition all supplies and equipment.
  • Track use, storage, and transportation of hazardous materials.

Position Needs:

  • Good understanding of national cache system of consumable, durable, and accountable property.
  • Knowledge of storage and transportation of hazardous materials.

 

SECG Security Guard (Not Law Enforcement), AD C

Duties:

  • Obtain a briefing from supervisor, Security Manager or FACL.
  • Provide for the safety and welfare of assigned personnel to the incident.
  • Establish and maintain positive internal and external interpersonal working relationships.
  • Provide for security during incident.
  • Unarmed security services, informs persons of applicable laws or restrictions (may not arrest or use physical force to detain).
  • Report violations to security personnel with law enforcement authority.

Position Needs:

  • I-100, Introduction to Incident Command
  • S-110, Basic Wildland Fire Suppression Orientation
  • Licensed and in compliance with any applicable requirements for security guards with the state of the respective incident.
  • Other training as required by state laws for security guard.

 

SECM Security Manager, AD E

Duties:

  • Contact local agency representatives to discuss any special requirements that affect security operations. Take actions necessary to address those concerns and meet special requirements. Document concerns, requirements and resulting actions in security plan.
  • Through coordination with Command and General Staff, develop and implement a security plan.
  • Establish procedures for meeting general public at access points to incident. Maintain a positive relationship with those who ‘visit’ the incident area.
  • Obtain a briefing from supervisor.
  • Provide for the safety and welfare of assigned personnel to the incident.

  • Establish contact with local law enforcement agencies to clarify authority and jurisdiction.

SPUL Supply Unit Leader, AD H

Duties:

  • Establish layout of supply area to include space for ordering, tool sharpening, receiving and distribution, ensure adequate space for expansion, and provide shelter from the elements.
  • Ensure that internal and external ordering procedures have been implemented by the ORDM.
  • Identify and develop lists of resources that will be needed in subsequent operational periods.
