NWCG Glossary of Wildland Fire, PMS 205

Overview

The NWCG Glossary of Wildland Fire provides an extensive listing of approved terms and definitions used by the NWCG community. It contains terms commonly used by NWCG in the areas of wildland fire and incident management and is not intended to list all terms used by NWCG groups and member agencies. The NWCG has directed that all committee and subgroup product glossaries be contained within the NWCG Glossary of Wildland Fire to maintain definition consistency and clarity among documents.

Comments, questions, and recommendations shall be submitted to the appropriate agency program manager assigned to the Data Standards and Terminology Board (DSTB).

flashover (behavior) FWS Fire Weather Subcommittee Approved

Rapid combustion and/or explosion of unburned gases trapped at some distance from the main fire front. Usually occurs only in poorly ventilated topography.

spontaneous combustion WFISC Wildland Fire Investigation Subcommittee Approved

Combustion of a thermally isolated material initiated by an internal chemical or biological reaction producing enough heat to cause ignition.

catface HTTFS Hazard Tree and Felling Subcommittee, WFISC Wildland Fire Investigation Subcommittee, IOSC Incident Operations Subcommittee Approved

Defect on the surface of a tree resulting from a wound where healing has not re-established the normal cross-section.

assumption WFISC Wildland Fire Investigation Subcommittee Approved

Acceptance of information as true without proof or demonstration.

wind shift (ground observation) FWS Fire Weather Subcommittee Approved

For ground observation purposes, a change of at least 45 degrees in the direction of a significant wind, which occurs in a relatively short time frame.

NWCG standards NWCG-EB NWCG Executive Board Approved

NWCG standards establish common practices that enable efficient and coordinated national interagency wildland fire operations. These standards may be comprised of requirements, guidelines, procedures, processes, best practices, specifications, techniques, and methods. NWCG standards are interagency by design; however, the decision to adopt and utilize them is made independently by the individual member agencies and communicated through their respective directives systems.

aerial torch IHOPS Interagency Helicopter Operations Subcommittee Approved

An ignition device suspended under a helicopter, capable of dispensing ignited fuel to the ground for assistance in burning out or backfiring.

check line IOSC Incident Operations Subcommittee Approved

A temporary fireline constructed at right angles to the control line and used to hold a backfire in check as a means of regulating the heat or intensity of the backfire.

expert witness WFISC Wildland Fire Investigation Subcommittee Approved

Someone with sufficient skill, knowledge, or experience in a given field so as to be capable of drawing inferences or reaching conclusions or opinions that an average person would not be competent to reach. The expert's opinion testimony should aim the judge or jury in their understanding of the fact at issue. 

tie-in IOSC Incident Operations Subcommittee Approved

Act of connecting a control line to another fireline or an intended firebreak.

medivac RMC Risk Management Committee Approved

Mobile medical treatment and transportation.

Liquid Concentrate ETC Equipment Technology Committee Approved

Liquid phosphate fertilizers used as fire retardants, usually diluted three to five times prior to application.

hotspot IOSC Incident Operations Subcommittee Approved

A particularly active part of a fire.

Fire Danger Rating Operating Plan FDSC Fire Danger Subcommittee Approved

A guide to collection, communication, and application of fire danger ratings at the local level.

fire dependent FUSC Fire Use Subcommittee Approved

Plants and vegetation communities which have evolved adaptations such as a reliance on fire as a disturbance agent, protection as a species against the effects of wildland fire, or even a strengthening or enhancement by it.

baseline FMC Fuels Management Committee Approved

In prescribed burning, the initial line of fire, usually set as a backing fire along a barrier or control line, which serves to contain subsequent burning operations.

drive wheels ETC Equipment Technology Committee Approved

Wheels powered by all of the vehicle's drive axles. Dual tires are considered as single wheels. The number of wheels is commonly referenced by the terms "4x2", "4x4", etc. where the first figure indicates the total number of wheels on the ground and the second figure, the number of drive wheels.

severity funding IBC Incident Business Committee Approved

Suppression funds used to increase the level of presuppression capability and fire preparedness when predicted or actual burning conditions exceed those normally expected, due to severe weather conditions.

task force NIMSIC National Incident Management System Integration Committee Approved

Any combination of single resources assembled for a particular tactical need, with common communications and a leader. A task force may be pre-established and sent to an incident, or formed at an incident.

roll cloud FWS Fire Weather Subcommittee Approved

A turbulent altocumulus-type cloud formation found in the lee of some large mountain barriers. The air in the cloud rotates around an axis parallel to the range. Also sometimes refers to part of the cloud base along the leading edge of a cumulonimbus cloud; it is formed by rolling action in the wind shear region between cool downdrafts within the cloud and warm updrafts outside the cloud.

The ICS title for an individual responsible for a division or group.

arson fire WFISC Wildland Fire Investigation Subcommittee Approved

A fire that is intentional and wrongfully set to burn one's own or someone else's property.

calibrated airspeed NIAC National Interagency Aviation Committee Approved

Indicated airspeed of an aircraft, corrected for position and instrument error. Equal to true airspeed in standard atmosphere at sea level.

running fire FBSC Fire Behavior Subcommittee Approved

Behavior of a fire spreading rapidly with a well defined head.

visual range FUSC Fire Use Subcommittee Approved

Maximum distance at which a given object can just be seen by an observer with normal vision.

occluded front or occlusion FWS Fire Weather Subcommittee Approved

The front that is formed when and where a cold front overtakes a warm front or a stationary front.

total mobility IOSC Incident Operations Subcommittee Approved

The capability to move, position, and utilize established forces to meet existing and anticipated fire protection needs nationwide.

surplus property ETC Equipment Technology Committee Approved

Any excess personal property not required for the needs and the discharge of the responsibilities of all federal agencies as determined by the General Services Administration (GSA).

hazard NIMSIC National Incident Management System Integration Committee Approved

Any real or potential condition that can cause injury, illness or death of personnel, or damage to, or loss of equipment or property. The root cause of an unwanted outcome.

burning out IOSC Incident Operations Subcommittee Approved

Setting fire inside a control line to consume fuel located between the edge of the fire and the control line.

wind speed (velocity) FWS Fire Weather Subcommittee Approved

Wind, in miles per hour, measured at 20 feet above ground, or above the average height of vegetation, and averaged over at least a 10-minute period.

area command NIMSIC National Incident Management System Integration Committee Approved

An organization that oversees the management of multiple incidents or oversees the management of a very large or evolving situation with multiple ICS organizations.

attack a fire IOSC Incident Operations Subcommittee Approved

Limit the spread of fire by any appropriate means.

skid hose load ETC Equipment Technology Committee Approved

Load of hose specially arranged on top of a standard hose load to permit dropping the working line at the fire.

Interagency System of Record DMC Data Management Committee Approved

Agencies and bureaus may have their own SOR for their data. An ISORs are identified by an interagency business area as the official application source of interagency data. An ISOR is the source that resolves duplicate records that may arise from various IADSs and ensures the data meets defined quality standards before it is included in official historical data sets. An ISOR can be an external source of data used by wildland fire.

mobilization NIMSIC National Incident Management System Integration Committee Approved

The processes and procedures for activating, assembling, and transporting resources that have been requested to respond to or support an incident.

Supply Unit NIMSIC National Incident Management System Integration Committee Approved

Supply Unit staff order, receive, process, store, inventory, and distribute all incident-related supplies. The Supply Unit staff are responsible for all off-incident ordering.

dispatch center (home) NCSC National Coordination System Committee Approved

The dispatch center associated with a resource’s home unit. The Home Dispatch Center is responsible for initial mobilization and is the Center associated with the resource when an assignment is completed.

Communication that does not use codes.

swampout HTTFS Hazard Tree and Felling Subcommittee Approved

Act of clearing brush and other material from around the base of trees and where trees are to be bucked, prior to falling or bucking, as protection against saw kickback and to provide safe footing.

management by objectives NIMSIC National Incident Management System Integration Committee, ICSC Incident Command Subcommittee Approved

A management approach, fundamental to NIMS, that involves (1) establishing objectives, e.g., specific, measurable and realistic outcomes to be achieved; (2) identifying strategies, tactics, and tasks to achieve the objectives; (3) performing the tactics and tasks and measuring and documenting results in achieving the objectives; and (4) taking corrective action to modify strategies, tactics, and/or performance to achieve the objectives.

affidavit CEPC Communication, Education, and Prevention Committee Approved

A statement of declaration in writing and affirmed before an official with authority to administer an oath; a statement of declaration alleging fact to support the issuance of a search or arrest warrant.

flight visibility NIAC National Interagency Aviation Committee Approved

Average forward horizontal distance from the cockpit of an aircraft in flight at which prominent unlighted objects may be seen and identified by day and prominent lighted objects may be seen and identified by night.

single resource NIMSIC National Incident Management System Integration Committee Approved

An individual, a piece of equipment and its personnel complement, or a crew/team of individuals with an identified work supervisor that can be used on an incident.

automatically regulated IABS Interagency Airtanker Base Subcommittee Approved

A proportioning method or device that readily adjusts to changes in water flow and or pressure to maintain a desired mix ratio.

tailgate safety session RMC Risk Management Committee Approved

Brief meetings held at the beginning, during, or end of an operational period to discuss new work assignments, new work methods, changes in plans, use of tools and equipment, and recognition and protection against work hazards that may be encountered.

debris burning fire (prescribed) FUSC Fire Use Subcommittee Approved

In prescribed fire terminology, a fire used to dispose of scattered, piled, or windrowed dead woody fuel, generally in the absence of a merchantable overstory. Its purpose is to reduce unsightly fuel concentrations, or consume unwanted natural fuels to facilitate subsequent resource management or land use actions on the area.

Time of actual work, ordered standby, or compensable travel with a specific start and ending time.

leadership LC Leadership Committee Approved

The art of providing purpose, direction, and motivation to a group of people in order to accomplish a mission and improve the organization. Leaders provide purpose by clearly communicating their intent and describing the desired end state of an assignment to their followers. Leaders provide direction by maintaining standards of performance for their followers. Leaders provide motivation by setting the example for their followers.

Guidance for Incident Finance Electronic File Management, Memo 23-08

The NWCG Incident Business Committee (IBC) realized the file structure for COST and COMP unit folders needed additional refinement to the current standards. The same task group as previous was convened to address these types of files. The buying team group revised electronic document standards for buying team files now being housed on FireNet. The documents, have been approved by the IBC and are provided as national standards for incident finance electronic files and folders.

The 2023 update of NWCG Standards for Water Scooping Operations, PMS 518, establishes the standards for dispatching, utilizing, and coordinating water scooping aircraft on interagency wildland fires. These standards should be used in conjunction with the NWCG Standards for Aerial Supervision (SAS), PMS 505, and any local, state, or geographic/regional water scooping plans.
