incident complex QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved Two or more distinct incidents in the same general area that, by management action, are managed under a single incident commander or unified command in order to improve efficiency and simplify incident management processes.
Incident Complexity Level QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved The incident level established by completing an incident complexity analysis considering the level of difficulty, severity, or overall resistance the incident or event presents to incident management or support personnel as they work to manage it; a categorization that helps leaders compare one type of incident or event to another.   
incident dispatch center identifier IMC Integration Management Committee, DCSC Dispatch Coordination Subcommittee Approved A unique identifier for the dispatch center with responsibility at the point of origin.
incident host UIB Unit Identifier Board Approved An organizational unit with jurisdictional authority responsibility for interagency incident management. 
Incident Management QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved The broad spectrum of activities and organizations providing operations, coordination, and support applied at all levels of government, using both governmental and nongovernmental resources to plan for, respond to, and recover from an incident, regardless of cause, size, or complexity.
incident management organization IMC Integration Management Committee, DCSC Dispatch Coordination Subcommittee Approved The incident management organization for the incident.
Incident Management Team (IMT) QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved A group of ICS-qualified personnel consisting of an Incident Commander, Command and General Staff, and personnel assigned to other key ICS positions.

Incident Medical Specialist Program SRC Safety/Risk Management Committee Approved An incident-based program to care for emergent and minor medical as well as common occupational health care problems of incident personnel. This program may be deployed to Type I and Type II incidents. Currently, this program is only available in three regions: Northwest (R6), Northern Rockies (R1) and Alaska (R10). In Alaska, the program is known as the Alaska Fire Medic Program.

incident objectives QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved A statement of an outcome to be accomplished or achieved. Incident objectives are used to select strategies and tactics. Incident objectives should be realistic, achievable, and measurable, yet flexible enough to allow strategic and tactical alternatives.
incident order number FBC Finance/Business Management Committee Approved The number assigned to an incident. This number follows a standard format where the first two letters indicate the state, the next letters are the incident agency, and the last six digits are agency assigned.
incident organization QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Pending Archive Resources, together with a complement of overhead personnel, calculated to be sufficient to provide fire efficient incident management.
incident overhead QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Pending All supervisory positions described in the Incident Command System.
incident personnel QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Approved All individuals assigned to an incident or in support of an incident, whether on scene or off scene.
incident personnel fatality quantity SRC Safety/Risk Management Committee Approved The total number of deaths, connected with the performance of work duties, that occurred in conjunction with an incident.
incident personnel injury illness quantity SRC Safety/Risk Management Committee Approved Total number of reportable occupational injuries and illnesses, which resulted in lost work days, that occurred in conjunction with an incident. Also includes cases without lost work days which result in transfer to another job, termination of employment, or required medical treatment (other than first aid); or which involved loss of consciousness, or restriction of work or motion. (First aid and lost work days are further defined under OSHA Part 1904.)
incident position standards NWCG-EB NWCG Executive Board Archived Incident Position standards are a component of NWCG standards. They enable consistent and uniform performance by personnel mobilized by position under NIMS-ICS principles. Incident position standards include incident position descriptions (duties and responsibilities) and position qualification requirements for training, experience, physical fitness, and position currency.
incident qualifications card PMC Fire Planning Management Committee, QMC Qualifications Management Committee, QSSC Qualifications Systems Subcommittee, LMC Logistic and Equipment Management Committee Approved A card issued to persons showing their incident management and trainee qualifications to fill specified fire management positions in an incident management organization.
incident short description NICADS National Interagency Computer Aided Dispatch Approved General descriptive location of the incident as it relates to an identifiable town or population center. In the case of a Complex, this may describe 1) one of the points of origin of one of the member or “child” incidents, or 2) a center or other representative point that related to the group of incidents.
incident size PMC Fire Planning Management Committee, QMC Qualifications Management Committee, QSSC Qualifications Systems Subcommittee, LMC Logistic and Equipment Management Committee Approved How large the incident is, measured in acres. This number can change over the life of the incident.
incident supply cache UIB Unit Identifier Board Approved An organizational unit representing a facility where tools, equipment, and/or supplies are stored and made available for incident use through the national ordering system.
incident support cache FBC Finance/Business Management Committee Approved Refers to type 1 (national interagency support cache), type 2 (national interagency support cache satellite), and type 3 (local interagency support cache). Caches may consist of a pre-determined complement of tools, equipment and/or supplies stored in a designated location, available for incident use.
incident support organization QMC Qualifications Management Committee, NISC NIMS Integration Subcommittee Pending Includes any off-incident support provided to an incident. Examples would be agency dispatch centers, airports, mobilization centers, etc.
Incident Type Category (fire) DCSC Dispatch Coordination Subcommittee Approved A sub‐group of the Incident Type Kind 'Fire' that describes the types of incident or planned event to which the interagency wildland fire community responded to.
