Mission Statement

Mission Statement

The Qualifications Management Committee (QMC) provides national leadership and management oversight of wildland fire standards to enable interoperability related to the wildland fire qualifications management content area to include IMT trainings, leadership development, NIMS integration, qualifications systems and training delivery. The QMC is responsible for oversight and stewardship of all NWCG products and standards within its content area in partnership with other NWCG committees, leadership and staff.

Primary Objectives

  • Delegate responsibility for the development and maintenance of qualifications management publications, training courses, glossary terms, and data standards to subcommittees as appropriate, while retaining stewardship authority and ensuring alignment with the NWCG mission.
  • Provide governance, oversight, and direction to subcommittees to ensure the establishment, review, and maintenance of standards that are accurate, current, and aligned with the NWCG mission within the wildland fire qualifications management content area.
  • Ensure effective coordination and communication among subcommittees, other management committees, and stakeholders to promote cross-functional collaboration, prevent duplication of effort, and support integrated standards development.
  • Serve as the conduit between assigned subcommittees and the Executive Board regarding the review, approval, and dissemination of standards and correspondence.
  • Ensure all standards, publications, training courses, and any other work produced by the QMC and its assigned subcommittees are fully vetted for alignment across the primary agencies.
  • Identify emerging issues within the committee’s area of expertise and elevate them to the Executive Board with appropriate context and recommendations.

A Request for Change (RFC) provides an avenue for NWCG committees or subgroups and the field to submit recommended changes to incident position qualification standards, including the NWCG Standards for Wildland Fire Position Qualifications, PMS 310-1, Position Task Books, and Training Catalog updates. The Incident and Position Standards Committee (IPSC) will review, discuss, vet amongst agencies, and make a support/no support decision on the RFC. This is a transparent process intended to engage all related NWCG members in reaching a consensus decision.

An RFC is not the mechanism for providing feedback on other publications, including the NWCG Incident Response Pocket Guide (IRPG), PMS 461. Instead, utilize the Publication Review Form.

Submitting a Request for Change

  • A request can be submitted from the field or an NWCG committee. Requests from NWCG subgroups must be submitted through their parent committee.
  • All requests will be issued an IPSC RFC tracking number.
  • The requestor will receive an email identifying receipt of the RFC, and an IPSC representative will contact them within 30 days.
  • An IPSC representative will be assigned to each RFC.
    • If the request is from the field, it will be assigned to the corresponding agency representative on IPSC to ensure the agency supports the request before proceeding. If not supported, the RFC will not move forward, and the requestor will be notified by the agency representative.
    • The role of the IPSC representative is to work with the requestor to produce all of the required elements for an RFC package.

RFC Package Requirements

  • An RFC Package will contain the following elements:
    • Description of the issue, proposal, proposed solution, and rationale.
    • Description of the interagency nature of the request.
    • If the RFC is intended for the PMS 310-1, ensure the RFC package contains all the required documents listed in the PMS 310-1 Review and Change Process For Position Standards.

The Review Process

  • The RFC package will be presented to IPSC to evaluate for a formal acceptance of the RFC. This is not a decision to accept/approve the RFC but an agreement to review, evaluate, and make a final decision on the request.
  • If accepted, IPSC will coordinate with relevant NWCG committees, subgroups, NWCG Training Program, and/or others to review the request. If not accepted, the requestor will be notified.
  • The assigned IPSC representative will facilitate any communication during the review process.

Final Decision

  • The IPSC representative is responsible for consolidating recommendations and/or alternatives into a final decision document for IPSC members to use in discussions with their agencies.
  • After IPSC representatives gather agency support/not support, a final decision will be made by IPSC.
  • The IPSC chair will send a decision memo to the requestor and copy all IPSC members.

LMC Equipment Bulletin 26-001: Aquatic Invasive Species – Seasonal Reminder for Mussels

The Logistics and Equipment Management Committee (LMC) issued Equipment Bulletin 26-001: Aquatic Invasive Species - Seasonal Reminder for Mussels, reminding the wildland fire community that aquatic mussels continue to be a problem. Mussels rapidly colonize hard and soft surfaces, including aquatic plants and fire equipment, clogging pipes, fouling motors, disrupting water systems, and impacting native species.

To help prevent their spread, fire personnel must follow the decontamination procedures outlined in the NWCG Guide to Preventing Aquatic Invasive Species Transport by Wildland Fire Operations, PMS 444. Additionally, report any sightings immediately to your Lead Resource Advisor and include clear, close-up photos (with a pen or your hand for size reference) and location details.”

Intermediate Faller (FAL2) Position Task Book Update

NWCG Operations Management Committee (OMC) has issued an update to the NWCG Position Task Book for Intermediate Faller (FAL2), PMS 311-91. To ensure clarity for both trainees and evaluators, the updated FAL2 Position Task Book (PTB) explicitly states who is authorized to sign off on your tasks:

“Evaluators must be qualified as a FAL2, or an Advanced Faller (FAL1).”

If you are currently working out of a previously published version of the FAL2 PTB, you do not need to restart. However, OMC highly encourages you to take the following step to prevent any confusion in the field:

  • Print and replace the updated evaluator information page (page 2) in your current physical PTB.

Equipment Advisory 26-001: Potential Front Driveline Joint Failure on 2018 and Earlier Ram Pickups

The Logistics/Equipment Management Committee (LMC) has released Equipment Advisory 26-001: Potential Front Driveline Joint Failure on 2018 and Earlier Ram Pickups. This advisory highlights multiple U.S. Forest Service regions reporting front driveline joint failure incidents.

This advisory recommends firefighters and fire managers to: 

  • Follow all Ram-issued inspection, maintenance, and service guidance for front driveline joints. 
  • Consider installing a driveline loop. 
  • Coordinate with fleet managers and service providers to determine the most appropriate driveline loop kit for each pickup.
