NWCG Glossary of Wildland Fire, PMS 205

Overview

The NWCG Glossary of Wildland Fire provides an extensive listing of approved terms and definitions used by the NWCG community. It contains terms commonly used by NWCG in the areas of wildland fire and incident management and is not intended to list all terms used by NWCG groups and member agencies. The NWCG has directed that all committee and subgroup product glossaries be contained within the NWCG Glossary of Wildland Fire to maintain definition consistency and clarity among documents.

Comments, questions, and recommendations shall be submitted to the appropriate agency program manager assigned to the Data Standards and Terminology Board (DSTB).

blowup FWS Fire Weather Subcommittee Approved

Sudden increase in fireline intensity or rate of spread of a fire sufficient to preclude direct control or to upset existing suppression plans. Often accompanied by violent convection and may have other characteristics of a fire storm.

board of review RMC Risk Management Committee Approved

A board or committee selected to review results of fire suppression action on a given unit or the specific action taken on a given fire. The board reviews the results in order to identify reasons for both good and poor action and to recommend or prescribe ways and means of doing an effective and efficient job. Reviews the results of a safety/accident investigation. 

Boiling Liquid Expanding Vapor Explosion [failure] IOSC Incident Operations Subcommittee Approved

The failure of a closed container as a result of overpressurization caused by an external heat source.

Boiling Liquid Expanding Vapor Explosion [major failure] IOSC Incident Operations Subcommittee Approved

A major failure of a closed liquid container into two or more pieces when the temperature of the liquid is well above its boiling point at normal atmospheric pressure.

bole HTTFS Hazard Tree and Felling Subcommittee Approved

The trunk of a tree.

bone yard [area] IOSC Incident Operations Subcommittee Approved

An area cleared to mineral soil for piling unburned fuels.

bone yard [mop up] IOSC Incident Operations Subcommittee Approved

A mop up term. To "bone yard" a fire means to systematically work the entire area, scraping embers off remaining fuel, feeling for heat with the hands, and piling unburned materials in areas cleared to mineral soil.

booster hose ETC Equipment Technology Committee Approved

The most common type of hose attached and stored on wildland engine booster reels. The hose is made of neoprene and does not appreciably collapse when stored empty.

booster pump ETC Equipment Technology Committee Approved

An intermediary pump for supplying additional lift in pumping water uphill past the capacity of the first pump.

booster reel ETC Equipment Technology Committee Approved

A reel for the booster hose mounted on a fire engine, often supplied by the auxiliary pump. This reel usually carries a 1-inch (25 mm) or 3/4 inch (19 mm) hose and frequently contains an electric rewind mechanism.

border fire NCSC National Coordination System Committee Approved

A border fire is any wildland fire that has crossed or threatens to cross established Dispatch Boundaries. Dispatch Boundaries include local and geographic area boundaries and are established in the National Dispatch Boundary and National GACC Boundary geospatial data sets.

boundary conditions FDSC Fire Danger Subcommittee Approved

The temperature and relative humidity of the boundary layer.

boundary layer [air] FWS Fire Weather Subcommittee Approved

According to the American Meteorological Society, the layer of air near a boundary that is affected by friction against that boundary surface, and possibly by transport of heat and other variables across that surface.

boundary layer [atmospheric] FWS Fire Weather Subcommittee Approved

According to the American Meteorological Society, the bottom layer of the troposhpere that is in contact with the surface of the earth. It is often turbulent and is capped by a statically stable layer of air or temperature inversion.

boundary value FDSC Fire Danger Subcommittee Approved

The equilibrium moisture content (EMC) commensurate with the boundary conditions and precipitation events of the preceding 24 hours.

Bowles Bag NIAC National Interagency Aviation Committee Approved

A neoprene tank designed for attachment to the landing skid frame of a helicopter. It has a capacity of 80 to 100 gallons (303 to 378 liters) of water or retardant.

box canyon FENC Fire Environment Committee Approved

A steep-sided, dead end canyon.

Branch NIMSIC National Incident Management System Integration Committee Approved

The organizational level having functional or geographical responsibility for major aspects of incident operations. A Branch falls between the Section Chief and the division or group in the Operations Section, and between the section and units in the Logistics Section. Branches are identified by Roman numerals or by functional area.

break a line IOSC Incident Operations Subcommittee Approved

To insert a gate valve or some other device into a hose line.

break coupling ETC Equipment Technology Committee Approved

To detach two pieces of hose by backing the swivel thread off the nipple thread.

break left or right NIAC National Interagency Aviation Committee Approved

Means "turn" left or right. Applies to aircraft in flight, usually on the drop run, and when given as a command to the pilot, implies expectation of prompt compliance.

breakover IPSC Incident and Position Standards Committee Archived

A fire edge that crosses a control line or natural barrier intended to confine the fire.

British Thermal Unit FBSC Fire Behavior Subcommittee Approved

Amount of heat required to raise 1 pound of water 1 degree Fahrenheit (from 59.50 to 60.50 F), measured at standard atmospheric pressure.

broadcast burning FUSC Fire Use Subcommittee Approved

Prescribed burning activity where fire is applied generally to most or all of an area within well defined boundaries for reduction of fuel hazard, as a resource management treatment, or both.

brown and burn FUSC Fire Use Subcommittee Approved

Application of herbicide to desiccate living vegetation prior to burning.

brownspot control FUSC Fire Use Subcommittee Approved

Prescribed fire to control fungal infection (brown spot disease) of longleaf pine (Pinus palustris) in the "grass" (small seedling) stage.

brush FUSC Fire Use Subcommittee Approved

A collective term that refers to stands of vegetation dominated by shrubby, woody plants, or low growing trees, usually of a type undesirable for livestock or timber management.

brush blade ETC Equipment Technology Committee Approved

Blade attachment with long teeth specially suited to ripping and piling brush with minimum inclusion of soil.

brush fire IOSC Incident Operations Subcommittee Approved

A fire burning in vegetation that is predominantly shrubs, brush, and scrub growth.

brush hook ETC Equipment Technology Committee Approved

A heavy cutting tool designed primarily to cut brush at the base of the stem. Used in much the same way as an axe and having a wide blade, generally curved to protect the blade from being dulled by rocks.

brush management FUSC Fire Use Subcommittee Approved

Manipulation of stands of brush by manual, mechanical, chemical, or biological means or by prescribed burning for the purpose of achieving land management objectives.

brush patrol unit ETC Equipment Technology Committee Approved

Any light, mobile vehicular unit with limited pumping and water capacity for off-road operations.

bubble ETC Equipment Technology Committee Approved

The building block of foam; bubble characteristics of water content and durability influence foam performance.

bucket drops NIAC National Interagency Aviation Committee Approved

The dropping of fire retardants or suppressants from specially designed buckets slung below a helicopter.

bucking HTTFS Hazard Tree and Felling Subcommittee Approved

Sawing through the bole of a tree after it has been felled.

build-up [fire danger] FDSC Fire Danger Subcommittee Approved

The cumulative effects of long-term drying on current fire danger.

build-up [fire management] IOSC Incident Operations Subcommittee Approved

The increase in strength of a fire management organization.

build-up [fire spread] FDSC Fire Danger Subcommittee Approved

The accelerated spreading of a fire with time.

build-up [weather] FWS Fire Weather Subcommittee Approved

Towering cumulus clouds which may lead to thunderstorms later in the day.

Buildup Index FDSC Fire Danger Subcommittee Approved

A relative measure of the cumulative effect of daily drying factors and precipitation on fuels with a ten-day timelag.

bulk density IOSC Incident Operations Subcommittee Archived

Weight per unit volume. For fuels, this is usually expressed as pounds per cubic foot; for soils, grams per cubic centimeter.

Bulletin RMC Risk Management Committee Approved

A general alert from an NWCG committee to the wildland fire community regarding the release of subject-specific information such as technical information, equipment updates, accident reports, etc. Depending on the origin and/or the subject content, a green hash-marked bordered stationary may be associated with this type of alert.

bumpup method IOSC Incident Operations Subcommittee Approved

Progressive method of fireline construction on a wildfire without changing relative positions in the line. Work is begun with a suitable space between workers; whenever one worker overtakes another, all of those ahead move one space forward and resume work on the uncompleted part of the line. The last worker does not move ahead until work is completed in his/her space. Forward progress of the crew is coordinated by a crew boss.

A reference to a working fire.

burn [injury] RMC Risk Management Committee Approved

An injury to flesh caused by a cauterizing agent, heat from a fire, or a heated object.

burn [on fire] IOSC Incident Operations Subcommittee Approved

To be on fire.

burn block FUSC Fire Use Subcommittee Approved

A discrete area within a larger prescribed or fire use project.

NWCG Standards for Airtanker Base Operations, PMS 508

Today, the 6 Minutes For Safety Subcommittee issued a letter to leadership to honor the fallen and to express the importance of lessons learned, checking in with your wildland fire families, and prioritizing the people who serve in the important mission of fighting wildland fire.

Summary of NWCG Complex Incident Management Implementation Decisions

Hello Wildland Fire Data Community! The Data Standards and Terminology Board has received a request for a new term/data standard. A few things about our process are maturing – this includes ensuring definitions capture only the essence of the term – and nothing more. Historically our definitions have been overloaded with rules, descriptions, and examples, all in an effort to ensure the term is understood. There is a place for that information, just not in the definition. You will see that we are now including those fields, when applicable, as part of the proposed term. If you have additional content that you think will help explain a term, please add it to your feedback.

Please review, share with your subgroups, and provide feedback. The comment period will close July 21, 2023.

Background: Apparatus Number is a field currently exchanged in IRWIN and was originally grandfathered in. The time has come to update the term and standard, but we need your help!

Proposed Data Element Description: The unique alphanumeric values assigned to an apparatus.
Supersedes: Apparatus Number - the external alphanumeric value painted on the side of the equipment.
