Unmanned Aircraft Systems, Module Leader

 The Unmanned Aircraft Systems, Module Leader (UASL) is a higher-level position that involves overseeing multiple unmanned aircraft systems (UAS) resources during an assignment. This individual is responsible for coordinating and managing agency/bureau UAS resources as well as coordinating with unassigned UAS resources using the Hazard Relief Participant process. The UASL works closely with the Incident Management Team (IMT) to ensure that the UAS resources are meeting incident goals and objectives. This role requires strong leadership, communication, organizational skills, and advanced policy knowledge to effectively manage a diverse range of UAS resources. The UASL reports to the Air Operations Branch Director (AOBD), Incident Commander (IC), or other assigned supervisor. The UASL works in the Air Operations functional area.

All UAS missions shall be conducted in accordance with the NWCG Standards for Fire Unmanned Aircraft Systems Operations, PMS 515, and applicable federal/state policies (e.g., Federal Aviation Administration [FAA], Department of Interior [DOI], United States Forest Service [USFS]).

The Forest Service and Department of Interior are enabled by Administratively Determined Pay Plans (AD Pay Plans) to hire persons for temporary duration for the following reasons:

  1. To cope with a sudden and unexpected emergency caused by a fire, or extreme fire potential, flood, storm, or any other all-hazard emergency that threatens damage to federally protected property, has the potential to cause loss of life, serious injury, public health risk, or damage to natural or cultural resources unless brought under immediate control.
  2. To provide emergency assistance to States under formalized agreements.
  3. To meet mission assignments issued by the Federal Emergency Management Agency (FEMA).

The National Wildfire Coordinating Group (NWCG) Incident Business Committee (IBC) reviews positions annually and establishes pay rate classifications for each position.

  • All current UASL trainees that do not meet the SRB requirement will be put into unqualified status until they become SRB qualified.
  • UASL trainees with a Single Resource Boss (SRB) qualification meet the new 2021 PMS 310-1 requirement and will continue as a UASL trainee.

This blended course combines online learning with instructor-led training, designed for individuals seeking to build leadership skills and gain experience in incident management.

Students are required to complete the prerequisite trainings ICS-100, Introduction to Incident Command System (ICS), ICS-200, Basic ICS for Initial Response, and ICS-700, An Introduction to the National Incident Management System (NIMS) prior to attending S-320.

On June 8, 1981, the Ransom Road Fire swept across Merritt Island National Wildlife Refuge in Florida, marking a defining moment in wildland fire management. This event led directly to the creation of the U.S. Fish and Wildlife Service's professional fire program.

Later this month, NWCG will release a compelling video that brings the Ransom Road Fire to life through firsthand accounts, official reports, and animated maps. Rob Lee, second on site during the deployment, shares his powerful recollections of that day. 

This video will be going live later this month in NWCG's RT-130, Wildland Fire Safety Training Annual Refresher (WFSTAR) Catalogue.
