Course Description

This course is designed to introduce students to tools and techniques used to perform the duties of the Incident Contract Project Inspector (ICPI). The course provides an overview of what students can expect if dispatched to an incident. It also provides general information on basic contract administration, types of equipment that will be inspected, and an opportunity to inspect equipment if the optional field day is completed.

Course Objective

At the successful completion of this course, students will be able to:

Demonstrate the ability to interpret contract specifications.
Demonstrate the ability to perform basic contract administration.
Perform equipment inspections.

Lead Instructor Minimum Qualifications
Lead instructor must be qualified as a Contracting Officer of Virtual Incident Procurement (VIPR) Incident Blanket Purchase Agreements (IBPAs) or national agreements, Regional Program Lead for Contract Operations; or Regional Equipment Specialist with VIPR COR Authorities.

A. Exercises and Other Pertinent Information

a. The material in this course is designed to be presented through a series of facilitated discussions and classroom exercises. The last portion of the course is devoted to a field exercise, where students will perform inspections on equipment.

B. Course Agenda

a. A sample agenda is in Appendix A. Revise the agenda as appropriate. The agenda can be inserted into the Student Workbook before the beginning of class. Consider removing timeframes from the agenda that is given to students.

Unit Instructor Minimum Qualifications
Unit Instructors should be qualified as an Incident Contract Project Inspector (ICPI). Utilize an interagency cadre in geographic areas where applicable.

Class Size Recommendations

The recommended class size is 25 to 30 students. The recommended student-to-instructor ratio is 5:1. Cadre members should be present for all instructional sessions. A minimum of three instructors should present this course; however, more instructors are required if a field exercise is incorporated. This is to enable strong mentorship by the cadre to the students.

The Logistics and Equipment Management Committee (LMC) issued Equipment Bulletin 26-001: Aquatic Invasive Species - Seasonal Reminder for Mussels, reminding the wildland fire community that aquatic mussels continue to be a problem. Mussels rapidly colonize hard and soft surfaces, including aquatic plants and fire equipment, clogging pipes, fouling motors, disrupting water systems, and impacting native species.

To help prevent their spread, fire personnel must follow the decontamination procedures outlined in the NWCG Guide to Preventing Aquatic Invasive Species Transport by Wildland Fire Operations, PMS 444. Additionally, report any sightings immediately to your Lead Resource Advisor and include clear, close-up photos (with a pen or your hand for size reference) and location details.”

Intermediate Faller (FAL2) Position Task Book Update

NWCG Operations Management Committee (OMC) has issued an update to the NWCG Position Task Book for Intermediate Faller (FAL2), PMS 311-91. To ensure clarity for both trainees and evaluators, the updated FAL2 Position Task Book (PTB) explicitly states who is authorized to sign off on your tasks:

“Evaluators must be qualified as a FAL2, or an Advanced Faller (FAL1).”

If you are currently working out of a previously published version of the FAL2 PTB, you do not need to restart. However, OMC highly encourages you to take the following step to prevent any confusion in the field:

  • Print and replace the updated evaluator information page (page 2) in your current physical PTB.
