According to the American Meteorological Society, a widespread body of air that is approximately homogeneous in its horizontal extent, particularly with reference to temperature and moisture distribution; in addition, the vertical temperature and moisture variations are approximately the same over its horizontal extent.  The properties of the air mass are established while that air was situated over a particular region of the earth's surface.

base observation time

The time established to take the fire danger observations. It should be at the time of day when the fire danger is normally the highest. The usually agreed upon time is 1:00 pm standard time. This allows time to transmit observations and prepare forecasts.
