CLMS Claims Specialist, AD E

Duties:

  • Establish system for documenting claims, secure documentation and evidence.
  • Establish contact with incident agency and coordinate investigation and claim processes with IMT.
  • Provide claimants with claim filing information and requirements.
  • Prepare claim reports adhering to incident agency policy / procedures.
  • Maintain claim log (potential and actual).
  • Ensure site and property in investigation are protected.
  • Mitigate or resolve potential claims whenever possible.
  • Coordinate with investigation team as necessary.
  • Obtain witness statements pertaining to claim.
  • Initiate investigation on all claims (other than personnel injury).
  • Report issues of concern to supervisor (trends, missing documentation, etc.).
  • Finalize claim documentation and submit to incident agency.

Position Needs:

  • Satisfactory position performance as a claims specialist.

 

CMSY Commissary Manager, AD E

Duties:

  • Manage commissary operations.
  • Develops commissary plan, approves item and price list.
  • Obtain and audit daily issue record; submit records to TIME and PROC for posting to resource pay documents.
  • Identifies and reports issues of concern to supervisor (issues exceeding earned pay, unauthorized purchases, unauthorized items).
  • Finalize and close out documents according to established guidelines.
  • Document follow up action for incident agency.
  • Establish and maintain adequate commissary security.

Position Needs:

  • Satisfactory performance as a commissary manager.
  • Satisfactory performance as a PTRC.

 

COMP Comp/Claims Unit Leader, AD H

Duties:

  • Coordinate with incident agency and local law enforcement regarding incident agency investigations.
  • Coordinate with incident agency regarding investigation teams to document claims and accidents.
  • Responsible for overall management and direction of all compensation for injury specialist and claims specialist assigned to the incident.
  • Obtain and apply local administrative guidelines pertaining to APMC, medical facilities, law enforcement contacts, and compensation procedures.
  • Manage and supervise compensation / claims unit.
  • Coordinate with personnel to ensure completion of injury / illness claims documents are in adherence to established procedures (resolve injury / illness / claims problems / questions with incident personnel).
  • Coordinate injury / illness reporting and treatment authorizations.
  • Coordinate with agency for APMC payments.
  • Interact and coordinate with medical unit leader and safety officer.
  • Interact and coordinate with medical providers to obtain medical treatment, completion of paperwork and facilitate payment.
  • Report to supervisor injury / illness / claims trends.
  • Provide copies of injury records to time unit, provide contractor deduction information and contractor claim information to procurement unit.
  • Ensure that all compensation for injury and claims logs and forms are up to date and routed to the proper agency for processing.
  • Coordinate with appropriate agency(s) on hospitalized personnel.
  • Document follow up action needed for incident agency.

COST Cost Unit Leader, AD H

Duties:

  • Obtain local administrative guidelines; e.g., cost reporting procedures, copy of
    Wildland Fire Situation Analysis (WFSA), cost share agreements, standard component costs, availability of incident agency personnel, incident finance package requirements, other special teams or personnel (Comptroller).
  • Identify need for or provide advice on cost apportionment and cost share.
  • Interact and coordinate with finance/administration unit leaders and other section / unit leaders to obtain and calculate incident costs, provide cost analysis, and recommend cost savings.
  • Interact and coordinate with incident agency to obtain off-incident support costs.
  • Provide daily/operational period briefing on problems and recommendations for solutions.
  • Provide costs analysis and costs saving recommendations.
  • Responsible for collecting all cost date, performing cost effectiveness analysis, provide cost estimates, and cost saving recommendations for the incident.
  • Coordinate with agency on cost reporting procedures.
  • Work with Planning Section to ensure IAP is in line with cost share agreement(s) so fire costs can be split and tracked according to signed agreement.
  • Analyze costs to ensure accuracy and completeness.
  • Run obligation report from ICARS data base for federal agencies.
  • Ability to manage a data base program, run reports and chart depicting costs.
  • Ability to work with others from outside the federal agencies to explain costs.
  • Prepare incident cost summaries and work with Planning Section to reconcile numbers of people and equipment.
  • Ensure cost information is current, accurate and fall inline with WFSA and average day costs.
  • Track costs on a daily basis to ensure no unexplainable variances occur.
  • Brief FSC, IC, AC and other officials on cost estimates.
  • Work with FEMA and State officials on information needs to produce documents used for billing purposes.
  • Recommend cost savings to FSC.
  • Completes all records prior to demobilization and briefs incident agency for billing purposes.

EQTR Equipment Time Recorder, AD E

Duties:

  • Verifies required information is on equipment / contract time and pay documents.
  • Establish reporting schedule and gather equipment time daily from suppression / support sections.
  • Review emergency equipment shift tickets for adherence to contract pay regulations (operational periods beyond IAP assignment, down time, approvals / signatures, special considerations in remarks block).
  • Posts equipment time and use in compliance with contract and / or emergency equipment rental agreement (travel, compensable time, work / daily rate, special rate, commissary, fuel / parts / service / medical deductions).
  • Identifies and reports issues of concern to supervisor (excessive hours, idle equipment, incomplete / missing documents, deductions, claims).
  • Finalize and close out contract documents prior to resource departing incident (deductions, claims, inspections, travel time).
  • Distribute contact documents according to established guidelines.
  • Document follow up action for incident agency.

FSC1 Finance/Administration Section Chief Type 1, AD L

FSC2 Finance/Administration Section Chief Type 2, AD K

Duties:

  • Establish and maintain positive internal and external interpersonal working relationships.
  • Provide for the safety and welfare of assigned personnel.
  • Gather information necessary to assess incident assignment and determine immediate needs and actions.
  • Attend Agency Administrator or outgoing IC briefing. Obtain available incident information and incident agency guidelines and policies.
  • Evaluate, and share with IMT members, pertinent information for the section which may affect incident management team.
  • Develop and implement a section operating plan.
  • Ensure reports and forms are complete, accurate and timely. Check periodically.
  • Review contracts, memoranda of understanding and cooperative agreements to ascertain their impact and application.
  • Participate in preparation and review of IAP.
  • Provide financial summary information on current incident operations.
  • Participate in the operational period briefing, emphasizing the needs of the finance / administration section.
  • Interact and coordinate with all command and general staff. Receive and provide current information.

  • Assist in development and approval of Incident Demobilization Plan.

INJR Comp for Injury Specialist, AD E

Duties:

  • Establish system for documenting and processing injury / illness claims (differs by type of incident resources).
  • Secures all injury / illness documentation.
  • Provide information to incident resources on injury / illness documentation requirements.
  • Establish contacts with incident agency and medical facilities to coordinate injury treatment processes.
  • Prepares injury / illness documents and authorize medical treatment (Injury logs, reporting forms, CA-16, APMC).
  • Identifies and relays issues of concern to supervisor (trends, time loss, missing documentation).
  • Distributes injury / illness documents according to established guidelines.
  • Insures correct agency forms are utilized.
  • Coordinate with appropriate agency(s) on hospitalized personnel.
  • Document follow up action needed and submit to supervisor. 
  • Interact and coordinate with medical unit leader and safety officer.

PROC Procurement Unit Leader, AD I

Duties:

  • Responsible for administering all financial matters pertaining to vender contracts, also responsible for maintaining equipment time records.
  • Obtain local administrative guidelines, service and supply plan, payment procedures agreements, etc.
  • Manage and supervise procurement unit.
  • Coordinate with personnel to ensure submission of procurement documents and adherence to established policies and agreement provisions (equipment time keeping problems and contract issues).
  • Ensure rental agreements, land use agreements and other contract documents are established or in place to meet incident needs.
  • Review and interpret contracts / agreements and resolve claims and disputes within delegated authority.
  • Report to supervisor unusual trends, issues.
  • Finalize all deductions and post to contractor invoice.
  • Document follow up action needed for incident agency.

PTRC Personnel Time Recorder, AD E

Duties:

  • Verifies required information is on personnel time and pay documents and obtain proper signatures.
  • Initiate; gather time report from all applicable personnel assigned to incident.
  • Establish and maintain files for employee time reports.
  • Reviews crew time reports for adherence to pay regulations, excessive shift lengths, compensable meal breaks, approval signatures, special considerations in remarks block.
  • Posts personnel time in compliance with agency policy and IIBMH (travel, compensable time, transfers / promotions / terminations, commissary).
  • Attaches medical forms to timesheets.
  • Identifies and reports issues of concern to supervisor (excessive hours, pay differentials, missing CTRs, duplicate time, time loss, work / rest issues, etc.).
  • Finalize and close out time / pay documents prior to resource departing incident.
  • Distribute time documents according to established guidelines.
  • Documents follow up action for incident agency.

TIME Time Unit Leader, AD H

Duties:

  • Coordinate with home units of all incident personnel to ensure that timely submission of pay documents occurs. This will require significant communication and adherence to individual agency policies.
  • Coordinate with incident agency regarding payment team to meet specific requirements, and personnel staff to ensure adherence to casual hiring guidelines.
  • Responsible for personnel time recording and managing the commissary operation.
  • Obtain local administrative guidelines, payment procedures, cooperative or interagency agreements, (work / rest and length of assignment policies, etc.).
  • Manage and supervise time unit (time and commissary posting procedures, audits, etc.).
  • Supervise commissary operations (establishment, oversight).
  • Coordinate with personnel to ensure submission of time documents and adherence to established policies (resolve time keeping problems / questions with incident supervisors, payment team requirements, adherence to casual hiring guidelines, etc.).
  • Establish time frames for submission of time related documents, supervisory review, closeout of records.
  • Restrict access to commissary purchases, oversee closeout of commissary.
  • Provide for records security.
  • Insure that payment documents are up to date and routed to the proper agency for processing.
  • Document follow up action needed for incident agency.

This quarter focuses on Leadership Level 2: New Leader (Conveying Intent). Conveying intent is a crucial leadership competency in the high-risk, dynamic environment of wildland firefighting. Months 4 - 6 will concentrate on how successfully conveying intent enhances situational awareness, promotes shared understanding, and empowers firefighters to exercise initiative and adapt to changing conditions.

NWCG is seeking experienced wildland firefighters and support personnel to serve as Subject Matter Experts (SMEs) for the Incident Performance and Training Modernization (IPTM) initiative. The intent of IPTM is to transition NWCG’s training and qualification system to a performance-based model through updated position descriptions, Incident Position Standards, Next Generation Position Task Books (Next Gen PTBs), and updates to training where needed.

NWCG is currently recruiting SMEs for the following positions:

M-280, Resource Advisor, Fireline (Instructor-Led) training prepares students to serve as a Resource Advisor, Fireline (REAF) as defined in NWCG Incident Position Standards for Resource Advisor, Fireline, PMS 350-112. This course presents scenarios that reflect the diverse challenges a REAF may encounter during an incident. Through these scenarios, participants gain hands-on experience and an understanding of REAF responsibilities in a controlled learning environment.

The Incident and Position Standards Committee has updated the NWCG Standards for Wildland Fire Position Qualifications, PMS 310-1.

These updates address changes to incident position names and requirements for qualification, training, and experience. Updates related to the implementation of Complex Incident Management (CIM) and Incident Performance Training Modernization (IPTM) are also included.

The NWCG Wildland Fire Position Qualification Flowchart, PMS 308 has also been updated to reflect the recent changes.
