NWCG Glossary of Wildland Fire, PMS 205

Overview

The NWCG Glossary of Wildland Fire provides an extensive listing of approved terms and definitions used by the NWCG community. It contains terms commonly used by NWCG in the areas of wildland fire and incident management and is not intended to list all terms used by NWCG groups and member agencies. The NWCG has directed that all committee and subgroup product glossaries be contained within the NWCG Glossary of Wildland Fire to maintain definition consistency and clarity among documents.

Comments, questions, and recommendations shall be submitted to the appropriate agency program manager assigned to the Data Standards and Terminology Board (DSTB).

Interagency System of Record DMC Data Management Committee Approved

Agencies and bureaus may have their own SOR for their data. An ISORs are identified by an interagency business area as the official application source of interagency data. An ISOR is the source that resolves duplicate records that may arise from various IADSs and ensures the data meets defined quality standards before it is included in official historical data sets. An ISOR can be an external source of data used by wildland fire.

A system created to rank create, read, update, delete actions on business applications to ensure a system can only take those actions when they are considered an authoritative data source, which varies based on the state of the incident.

A code for the identification of the states, the District of Columbia and the outlying areas of the United States, and associated areas.

country DMC Data Management Committee Approved

A nation with its own government, occupying a particular territory.

date DMC Data Management Committee Approved

A particular day of a calendar year.

time point DMC Data Management Committee Approved

A point in time during a 24-hour Coordinated Universal Time (UTC) day.

protection area (polygon) DMC Data Management Committee Approved

A geographical area which is administratively defined and for which organized fire suppression activities are formally planned.

landowner DMC Data Management Committee Approved

The person or entity that owns the land or has the authority to convey title to others.

first name DMC Data Management Committee Approved

The first name of the resource as it appears on a government issued ID.

created on date time DMC Data Management Committee Grandfathered

Date and time the event record was created

jurisdiction DMC Data Management Committee Approved

The range or sphere of authority. Public agencies have jurisdiction at an incident related to their legal responsibilities and authority for incident mitigation. Jurisdictional authority at an incident can be political/geographical (e.g., city, county, state or federal boundary lines), or functional (e.g., police department, health department, etc.).

The middle name of the resource as it appears on a government issued ID. Applies only to overhead resources.

Individual’s primary phone.

The last name of the resource as it appears on a government issued ID.

Unit of wildland delineated by logical and strategic topographic features for preattack planning.

fire discovery DMC Data Management Committee Approved

The act of determining that a fire exists; does not include determining its location.

protection boundary DMC Data Management Committee Approved

The exterior perimeter of an area within which a specified fire agency has assumed a degree of responsibility for wildland fire control. It may include land in addition to that for which the agency has jurisdiction or contractual responsibility.

protection area (primary responsibility) DMC Data Management Committee Approved

That area for which a particular fire protection organization has the primary responsibility for attacking an uncontrolled fire and for directing the suppression action. Such responsibility may develop through law, contract, or personal interest of the firefighting agent (e.g., a lumber operator). Several agencies or entities may have some basic responsibilities (e.g., private owner) without being known as the fire organization having direct protection responsibility. 

Interagency Authoritative Data Source DMC Data Management Committee Approved

A product, tool, or IT application that has been designated as the trusted source for wildland fire data. This source may also create and update transactional data for use in other applications. There may be more than one IADS and it can change depending on business process complexity and life cycle. An IADS may be a compilation or subset of data from other authoritative sources. The DLM process ensures sources, limitations, currency, and attributes for the IADS are documented.

ABCD Miscellaneous DMC Data Management Committee, IBC Incident Business Committee Approved

A FireCode used by the USDA Forest Service to track and compile cost information for emergency initial attack fire suppression expenditures for A, B, C, & D size class fires on Forest Service lands.

methodology DPMS Dispatch Position and Curriculum Management Subcommittee Approved

A set of standardized procedures and practices that have been peer-reviewed and have received general acceptance by the profession.

doughnut roll ETC Equipment Technology Committee Approved

A 50 or 100-foot length of hose or a 50-foot length of hose rolled up for easy handling. There are various ways of forming the doughnut. A convenient one has both couplings close together with the male thread protected by the female coupling.

centrifugal pump ETC Equipment Technology Committee Approved

Pump which expels water by centrifugal force through the ports of a circular impeller rotating at high speed. With this type of pump, the discharge line may be shut off while the pump is running without damaging the pump or hose.

woven jacket fire hose ETC Equipment Technology Committee Approved

Fire hose of conventional construction, woven on looms from fibers of cotton or synthetic fibers. Most fire department hose is double jacketed (i.e., it has an outer jacket protecting the inner one against wear and abrasion).

pretreat ETC Equipment Technology Committee Approved

The use of water, foam or retardant along a control line in advance of the fire. Often used where ground cover or terrain is considered best for control action.

double doughnut ETC Equipment Technology Committee Approved

Two lengths of hose rolled side by side or a single length rolled into two small coils for convenient handling.

hose clamp ETC Equipment Technology Committee Approved

Crimping device for stopping the flow of water in a hose.

Gross Vehicle Weight ETC Equipment Technology Committee Approved

Actual vehicle weight, including chassis, body, cab, equipment, water, fuel, crew, and all other load.

fire pack ETC Equipment Technology Committee Approved

A one-person unit of fire tools, equipment, and supplies prepared in advance for carrying on the back.

engine ETC Equipment Technology Committee Approved

Any ground vehicle providing specified levels of pumping, water, and hose capacity but with less than the specified level of personnel.

Compressed Air Foam Systems ETC Equipment Technology Committee Approved

A generic term used to describe foam systems consisting of an air compressor (or air source), a water pump, and foam solution.

double female coupling ETC Equipment Technology Committee Approved

A hose-coupling device having two female swivel couplings to permit joining two male hose nipples of the same size and thread type when lines are laid with couplings in opposite or reverse directions.

ball valve ETC Equipment Technology Committee Approved

A valve in which fluid flow is controlled by a ball with a hole drilled through it. In one position, fluid flows through the hole. When the valve is turned 90 degrees (1/4 turn) the hole is perpendicular to the flow and the ball stops the flow. Intermediate valve positions can be used to adjust the flow. 

foam blanket ETC Equipment Technology Committee Approved

A layer of foam which forms an insulating and reflective barrier to heat and is used for fuel protection, suppression, and mopup.

empty weight ETC Equipment Technology Committee Approved

Weight of an aircraft/engine including the structure, power plant, all fixed equipment, all fixed ballast, unusable fuel, undrainable oil, and total quantity of hydraulic fluid.

slip-on tanker ETC Equipment Technology Committee Approved

A tank, a live hose reel or tray, an auxiliary pump, and an engine combined into a single one-piece assembly which can be slipped onto a truck bed or trailer.

retardant coverage ETC Equipment Technology Committee Approved

Area of fuel covered and degree of coverage on the fuel by a fire retardant, usually expressed in terms of gallons per hundred square feet (liters per square meter).

spanner ETC Equipment Technology Committee Approved

Metal wrench used to tighten and free hose connections.

head pressure ETC Equipment Technology Committee Approved

Pressure due to elevation of water. Equals 0.433 pounds per square inch (PSI) per foot of elevation. (Approximately 0.5 PSI is required to lift water 1 foot in elevation)

National Standard Thread ETC Equipment Technology Committee Approved

Abbreviated (NH) for national hose. Specifically defined screw thread used on fire hose couplings.

double male coupling ETC Equipment Technology Committee Approved

A hose-coupling device having two male thread nipples for connecting hose and for connecting two female couplings of the same diameter.

static pressure ETC Equipment Technology Committee Approved

Water pressure head available at a specific location when no water is being used so that no friction loss is being encountered. Static pressure is that pressure observed on the engine inlet gauge before any water is taken from the hydrant.

As we approach the Week of Remembrance (June 30 - July 6), we all take a moment to reflect on the wildland fire incidents that took the lives of many of our brothers and sisters. Today, the 6 Minutes For Safety Subcommittee issued a letter to leadership to honor the fallen and to express the importance of lessons learned, checking in with your wildland fire families, and prioritizing the people who serve in the important mission of fighting wildland fire.

Summary of NWCG Complex Incident Management Implementation Decisions

The purpose of this memorandum is to summarize the NWCG decisions related to the implementation of Complex Incident Management (CIM) to date and to communicate the pathways for Type 3 Command & General Staff (C&G), Unit Leaders, and Division Supervisors (DIVS) to Complex C&G positions.

This memo does not include any new decisions and is only a summary of NWCG decisions to this point.

Hello Wildland Fire Data Community! The Data Standards and Terminology Board has received a request for a new term/data standard. A few things about our process are maturing – this includes ensuring definitions capture only the essence of the term – and nothing more. Historically our definitions have been overloaded with rules, descriptions, and examples, all in an effort to ensure the term is understood. There is a place for that information, just not in the definition. You will see that we are now including those fields, when applicable, as part of the proposed term. If you have additional content that you think will help explain a term, please add it to your feedback.

Background: Apparatus Number is a field currently exchanged in IRWIN and was originally grandfathered in. The time has come to update the term and standard, but we need your help!

Proposed Data Element Description: The unique alphanumeric values assigned to an apparatus.
Supersedes: Apparatus Number - the external alphanumeric value painted on the side of the equipment.

Resource Ordering Systems Resource Item Data Entry Standards

Glossary Term for Review

The Data Standards and Terminology Board is requesting feedback on a glossary term. In this case, the proposal is for the addition of Business Rules. Historically we overloaded our definitions with definitions, descriptions, rules etc. We are now trying to separate the parts to make them distinct parts of a glossary term.

Please review, share with your subgroups, and provide feedback as appropriate. The comment period will close July 7, 2023.

 –

  1. Child records must meet large fire criteria specific to incident size to be included in an incident relationship within an incident complex. Child records must be at least 100 acres in timber or 300 acres in grass brush to be added to an Incident Complex.
  2. Wildfire (WF) records that are Human Caused shall not be added to an Incident Complex.
  3. Child records may only be in one Incident Complex at a time
