A Single Resource Boss (HMGB) is responsible for supervising and directing a fire suppression module, such as a hand crew, engine, helicopter, heavy equipment, firing team, or one or more fallers.

  • Exclusive-Use contract fire helicopter manager (including Helicopter Managers assigned to agency-owned aircraft).
  • CWN fire helicopter manager.
  • Exclusive-Use contract helicopter flight manager.
  • Resource helicopter manager.

Prepare and Mobilize

  • Coordinate with scheduling office, pilot, and users on flight planning.
  • Complete required administrative and operational forms specified in Appendix A and optional forms as required by local aviation management.
  • Complete required forms as outlined in Appendix B and optional forms as required by the Helibase Manager.
  • Verify that the aircraft and Pilot are approved for the planned missions.

Build the Team

  • Verify the helicopter, Pilot, and support personnel meet the terms of the procurement document (contract) or agency policy (fleet).

Lead, Supervise, Direct

  • Establish work schedule.
  • Ensure required personal protective equipment is available and used correctly.
  • Ensure a preflight briefing is accomplished prior to the flight.
  • Ensure that flight following is performed.
  • Direct personnel in the conduct of helicopter operations (helispot location and construction, manifesting, loading and unloading of cargo and personnel, marshaling helicopters, rigging of external loads, etc.).
  • Perform daily inventory checks and ensure that tool, equipment, and vehicle maintenance and refurbishment are performed; responsible for overall readiness of the helicopter crew.
  • Lead and participate in safety sessions and critiques; present safety topics to crew; maintain awareness of changes in aviation policy, regulations, and procedures; responsible for crew’s and other users’ welfare and safety in all aspects of job.

Perform Helicopter Manager-Specific Duties

  • Review and sign helicopter load calculations.
  • Responsible for the accurate completion of helicopter passenger/cargo manifests.
  • Ensure that, except in an emergency, there is no deviation from established flight plan or type of intended use unless such deviation is relayed and/or approved through identified procedures and that any requirements of such a deviation are met.
  • Assist the pilot in aerial hazard identification; ensure a high-level reconnaissance is made prior to flight less than 500’AGL.
  • Complete Aircraft Fuel Facility Inspection Log at helicopter fueling facilities for which the government is responsible or for those located on government land but operated by the vendor.
  • Monitor vendor personnel for compliance with flight time, driving time, and duty day limitations as contained in the procurement document or agency policy.
  • Ensure flight payment documents are accurate and submitted according to direction found in procurement document.
  • Report any condition, observation, act, maintenance problem, or circumstance with personnel or aircraft that has the potential to cause an aviation-related mishap using the SAFECOM system.
  • Function as the contracting officer’s representative (COR) or project inspector (PI); monitor and ensure contract compliance by the vendor and vendor personnel.
  • Maintain Daily Diary of helicopter activities.
  • Refer conflicts beyond immediate resolution to the COR if functioning as PI, or to the CO if functioning as COR.

Communicate and Coordinate

  • Ensure the vendor-provided communications package, i.e., radios, satellite phones, is programmed correctly and performs well, i.e., pre-flight radio check.

The Forest Service and Department of Interior are enabled by Administratively Determined Pay Plans (AD Pay Plans) to hire persons for temporary duration for the following reasons:

  1. To cope with a sudden and unexpected emergency caused by a fire, or extreme fire potential, flood, storm, or any other all-hazard emergency that threatens damage to federally protected property, has the potential to cause loss of life, serious injury, public health risk, or damage to natural or cultural resources unless brought under immediate control.
  2. To provide emergency assistance to states under formalized agreements.
  3. To meet mission assignments issued by the Federal Emergency Management Agency (FEMA).

The National Wildfire Coordinating Group (NWCG) Incident Business Committee (IBC) reviews positions annually and establishes pay rate classifications for each position.

The Logistics and Equipment Management Committee (LMC) issued Equipment Bulletin 26-001: Aquatic Invasive Species - Seasonal Reminder for Mussels, reminding the wildland fire community that aquatic mussels continue to be a problem. Mussels rapidly colonize hard and soft surfaces, including aquatic plants and fire equipment, clogging pipes, fouling motors, disrupting water systems, and impacting native species.

To help prevent their spread, fire personnel must follow the decontamination procedures outlined in the NWCG Guide to Preventing Aquatic Invasive Species Transport by Wildland Fire Operations, PMS 444. Additionally, report any sightings immediately to your Lead Resource Advisor and include clear, close-up photos (with a pen or your hand for size reference) and location details.”

Intermediate Faller (FAL2) Position Task Book Update

NWCG Operations Management Committee (OMC) has issued an update to the NWCG Position Task Book for Intermediate Faller (FAL2), PMS 311-91. To ensure clarity for both trainees and evaluators, the updated FAL2 Position Task Book (PTB) explicitly states who is authorized to sign off on your tasks:

“Evaluators must be qualified as a FAL2, or an Advanced Faller (FAL1).”

If you are currently working out of a previously published version of the FAL2 PTB, you do not need to restart. However, OMC highly encourages you to take the following step to prevent any confusion in the field:

  • Print and replace the updated evaluator information page (page 2) in your current physical PTB.

Equipment Advisory 26-001: Potential Front Driveline Joint Failure on 2018 and Earlier Ram Pickups

The Logistics/Equipment Management Committee (LMC) has released Equipment Advisory 26-001: Potential Front Driveline Joint Failure on 2018 and Earlier Ram Pickups. This advisory highlights multiple U.S. Forest Service regions reporting front driveline joint failure incidents.

This advisory recommends firefighters and fire managers to: 

  • Follow all Ram-issued inspection, maintenance, and service guidance for front driveline joints. 
  • Consider installing a driveline loop. 
  • Coordinate with fleet managers and service providers to determine the most appropriate driveline loop kit for each pickup.
